The position is located at the Bureau of the Fiscal Service, Information & Security Services, Infrastructure Management Division, Branch as assigned, performing planning, analyzing, developing, testing, configuring, implementing, integrating and managing networked systems used for transmission of information in voice, data, and video formats as related to Perimeter Security.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Serve as a Fiscal Service and Treasury technician working on the Bureau's IT communications infrastructure and Treasury wide Trusted Internet Connection infrastructure respectively, and as such, interface, collaborate, advise, and coordinate projects, tasks, and other activities with Fiscal Service, Treasury, Federal Reserve, franchise customer personnel, and external government and commercial entities on matters relating to this area. - Responsible for the on-going analysis of all perimeter security communications equipment, including the Treasury Trusted Internet Connection infrastructure to ensure the interoperability and interconnectivity to and from perimeter security communication hardware and equipment components and that maximum capability is being achieved at minimum cost. - Recommend strategies, develop standards and procedures, resolve critical issues, and develop innovative solutions for use throughout Fiscal Service in the evaluation of perimeter security communication hardware and software performance. - Evaluate perimeter security equipment against desired standards for reliability and efficiency. - Maintain a knowledge of network and TIC related security policies and guidelines. Review policies and procedures and recommend changes to optimize or improve security and utilization of present systems.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in THREE or more of the following: - Implementing and Supporting application load balancing using devices such F5 LTM (Local Traffic Manager) and GTM (Global Traffic Manager); - Network troubleshooting expertise requiring the understanding of network device types and generated logs, alerts, and other information; - Automation using Ansible, Terraform, or Infrastructure as Code platforms; - Load Balancing customization using iRules, regular expressions, or scripts; - DNS (Domain Name System) and DHCP (Dynamic Host Configuration Protocol) administration and troubleshooting; - Performing IT functions using server operating systems. *hands-on = you have personally worked on, problem solved, or administered devices/equipment mentioned. **enterprise class = infrastructure that is deployed in a data center with fully automated redundancy that is used to support the demands of more than 200 users 24 hours a day, 7 days a week, 365 days a year. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below. - Attention to Detail, such as evaluating perimeter security equipment against desired standards for reliability and efficiency. - Customer Service, such as conducting analysis of customer needs for additional telecommunication perimeter security network systems services and/or insuring that inquiries and problems concerning service are expeditiously resolved. - Oral Communication, such as conducting briefings and meetings on job related subjects. - Problem Solving, such as recommending strategies and develops standards and procedures, and recommending courses of action concerning the results of analysis of IT perimeter security performance which impact current and future requirements. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in all of the following: - Experience identifying the strengths and weaknesses of IT security solutions, conclusions or approaches to problems. AND - Experience performing IT functions using server operating systems. AND - Experience analyzing enterprise class systems for IT threats and vulnerabilities to determine risks. AND - Experience conducting meetings and training on enterprise class IT systems and issues. *hands-on = you have personally worked on, problem solved, or administered devices/equipment mentioned. **enterprise class = infrastructure that is deployed in a data center with fully automated redundancy that is used to support the demands of more than 200 users 24 hours a day, 7 days a week, 365 days a year. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below. - Attention to Detail, such as evaluating perimeter security equipment against desired standards for reliability and efficiency. - Customer Service, such as providing higher level (or tier 2) trouble-shooting support. - Oral Communication, such as conducting briefings and meetings on job related subjects. - Problem Solving, such as isolating and identifying problems with IT hardware, software, communications, and operations. OR You may substitute education for specialized experience as follows: - Ph.D. or equivalent doctoral degree, or - 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Graduate education must be in one or a combination of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes direct hands-on*, enterprise class** experience supporting IT users in a fully automated environment in all of the following: - Experience participating in IT security reviews in accordance with established process; AND - Experience assisting with the analysis and security testing of IT systems; AND - Experience communicating with internal and external customers in regards to IT operating and security practices. AND - Assisting with the testing or troubleshooting of software or hardware issues *hands-on = you have personally worked on, problem solved, or administered devices/equipment mentioned. **enterprise class = infrastructure that is deployed in a data center with fully automated redundancy that is used to support the demands of more than 200 users 24 hours a day, 7 days a week, 365 days a year. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below. - Attention to Detail, such as maintaining knowledge of network and TIC related security policies and guidelines. - Customer Service, such as providing trouble-shooting support. - Oral Communication, such as participating in site preparation surveys. - Problem Solving, such as performing assignments given in terms of broadly defined missions or functions. OR You may substitute education for specialized experience as follows: - master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Graduate education must be in one or a combination of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
