About the Position: This Budget Analyst position is assigned to Program Executive Office-Soldier (PEO-Soldier), Located Ft Belvoir, VA.
This is a pay banded position. The NH-04 pay band encompasses grades 14 through 15 under the General Schedule (GS) system.
Duties
Manages, reviews, and analyzes the Foreign Military Sales (FMS) and Foreign Military Financing (FMF) budget for the organization.
Coordinates with PEO Project Manager (PM) Business Management Directorate (BMD) personnel to obtain budget requirements to support the FMS and FMF mission.
Works closely with the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC), Army Budget Office,
and the Defense Security Cooperation Agency (DSCA) staffs to ensure a coordinated PEO budget is developed, executed, reported and documented.
Ensures obligations and expenditures are in accordance with all Federal, DoD, and Army Regulations, policies, and guidance.
Provides expert FMS and FMF advice and guidance to leadership and PM BMD personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet Practitioner requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) certification within 60 months as of entrance on duty.
- The incumbent in this position is required to have a Level 3 Certification in Financial Management (FMC03).
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized experience is defined as performing ALL of the following duties: 1) Managing Foreign Military Sales and/or Foreign Military Financing budget and financial reporting through a financial management system for assigned programs; 2) Preparing and submitting budgetary schedules and exhibits and a variety of reports covering status of Foreign Military Sales funds, expenses, and obligations for a program; and 3) Providing FMS and/or FMF advice/guidance to leadership and financial management personnel.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
