This recruitment is for the Heath Resources and Services Administration Recent Graduate program. This recruitment may be used by all HRSA Bureaus and Offices to fill positions, including HRSA Scholar and HRSA Health Equity Fellow opportunities. The duty location for all positions is located in Rockville, MD and is not eligible for remote work.
Duties
The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.
This position is an entry level position and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a HRSA Public Health Analyst, you will serve as a point of contact for information about public health program evaluation activities.
Your duties and responsibilities include:
Assisting in program evaluation and the measurement of program outcomes.
Performing special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the mission and activities of the center.
Analyzing public health legislation, regulations, executive directives, and Departmental policy issues to determine their relevance to the organization's plans, programs, and activities.
Developing components of short-term and long-range plans and proposals and integrating them in the organization's long-range strategic plan.
Coordinating agency, department, and/or government wide goal setting efforts.

Requirements

- Must be a Recent Graduate.
- Transcripts showing degree conferred must be submitted.
- A cumulative GPA of 3.0 or higher is required.*

RECENT GRADUATE PROGRAM ELIGIBILITY REQUIREMENTS:
YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW:
A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.0 or higher*, on or after June 4, 2022.
B. Be a veteran who received their degree, with a cumulative GPA of 3.0 or higher*, or after June 4, 2018 while on active duty service and were unable to apply for jobs until their recent discharge after June 4, 2022.
*Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
NOTE: You must provide a copy of your unofficial transcripts that shows your degree will be conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Current students may apply if they are in their final semester, with a graduation date of Spring 2024. OPM Individual Occupational Requirement for the Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above Recent Graduate and OPM Individual Occupational Requirement for the 0685 series, applicants may meet the qualification requirements for the GS- 7 and 9 grade levels based on one of the three methods below.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-7: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:
EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-5 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-5 level include performing the following types of tasks on a regular and recurring basis:
Gathering a variety of narrative and/or statistical public health or health related data to be used in preparation of reports, summaries, narrative statements, and analyses of facts.
OR
2. Have one full year of graduate level education in any field. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
OR
3. Have completed the requirements of a Bachelor's degree in a major field of study in public health or other field of study with coursework directly related to the work of this position, AND meet the requirements for superior academic achievement.
Superior Academic Achievement (S.A.A.) is based on one of the following methods:
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

To be qualifying, the higher-level graduate education must be in a major field of study directly related to public health or other field of study with coursework directly related to the work of this position.
OR
3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education
This position has an education requirement and a GPA requirement of a cumulative 3.0 or higher. You must submit a copy of your transcripts showing your degree is conferred (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement.
