You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the SECURITY DIVISION within the CORPORATE OPERATIONS DEPT of NAVAL SURFACE WARFARE CENTER CRANE. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.

Duties

You will Implement operational and industrial security policies, procedures, and guidelines. You will conduct security risk assessments and vulnerability assessments to identify potential threats and weaknesses. You will monitor security systems, respond to security incidents, assist in investigations, and recommend corrective actions. You will collaborate with internal teams and external partners to ensure security requirements are met in project planning and execution. You will conduct security briefings, training, and education programs for employees on security policies, procedures, and best practices. You will develop and implement security plans and procedures to safeguard classified information, materials, and facilities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, NT-03 (GS-09/10) or pay band in the federal service or equivalent experience in the private or public sector interpreting and applying security policies and procedures to identify and mitigate security threats for an Operational or Industrial Security program. Education

The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
