You will serve as a PROGRAM ANALYST (BUDGET) in the Deputy Supply Office (Code 501) for the Supply Department
(Code 500) of NORFOLK NAVAL SHIPYARD.
Duties
You will design and conduct management surveys and research projects.
You will prepare detailed manpower for fiscal planning for assigned programs.
You will recommend procedures for preparing, documenting, validating, and presenting resource requirements to higher authority.
You will be responsible for managing the payroll through the development and administration of the overhead/direct operating budget for the Supply Department.
You will develop and formulate the departmental manpower budget utilizing past financial trends and personal experience.
You will present, discuss, and justify budget estimates to the Deputy Supply Officer.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience designing, planning, and conducting management research projects.
Experience collecting, reviewing, evaluating, and interpreting resource data (labor and non-labor)
Experience reviewing resource audits to determine appropriate changes and corrective action required
Experience providing complex substantive management support services in the areas of program cost analysis and annual/multi-year/long-range manpower planning, and development of annual work plans for shipyard organizations.
Experience managing time management systems through the development and administration of the overhead/direct operating budget for the Supply Department.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience conducting cost comparison/manpower studies of current of projected programs; developing lifecycle resource cost analyses of projects
Experience preparing detailed manpower plans and reports.
Experience managing time management systems through the development and administration of the overhead/direct operating budget for the Supply Department.
Experience managing human resource requirements (creating personnel actions).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
