You will serve as a Cash Dispensing Analyst in the Navy Cash Branch of the Operations Department of NAVSUP FLC NORVA GF.

Duties

You will provide analysis of the Navy Cash Program onboard ships, provide training and assistance to ships regarding disbursing operations. You will provide expert analysis in order to resolve Navy Cash issues. You will provide analysis and assistance in Navy Cash out of balance conditions and conduct ship visits in order to resolve accountability issues to bring Navy Cash Funds accountability to an "in balance" condition. You will receive and accept Navy Cash system hardware such as snap servers, desk/laptops point of sale and card accepting devises from Navy Cash Depot manufacturer. You will be responsible for coordinating the Navy Cash Installation onboard ships with the Afloat Disbursing Officers You will ensure that ships have received required hardware to install the latest or upgrade the existing Navy Cash systems and accessories.

  • You will be required to obtain and maintain a current valid United States driver’s license
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying an in-depth knowledge of Navy cash system/program to give analysis, advice and technical assistance on the installation, navy cash reporting and training associated with the Navy cash System/program. Specialized experience must include 1) Analyze training needs of the disbursing community and conduct and coordinate training activities on all area covered by the Alteration installation team(AIT) contractor; 2) Apply in depth knowledge of cradle to grave management of the Navy cash program to include resolving Navy Cash financial discrepancy and resolving differences between Defense Financial Accounting Service against U.S treasury financial deposit and treasury check issued data 3) Coordinate and support AIT service calls with the disbursing officer and Navy Cash AIT; 4) Provide analysis, guidance and support to the ships in order to ensure Navy Cash Program are operational and resolve any issues that arise involving the program. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements
