You will serve as an INFORMATION TECHNOLOGY SPECIALIST (APPLICATION SOFTWARE) in the Office of NAVAUDSVC HQ WASHINGTON DC.
Duties
You will execute software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security, and tests using software development methodologies.
You will design and develop software solutions to support the NAVAUDSVC’s technology needs to support the overall audit mission
You will develop guidelines for the formulation of policy and life cycle control of information management software
You will coordinate classification and system acceptance tests and evaluation of developed software.
You will provide technical expertise in the formulation of plans in order to satisfy requirements.
You will document code, creates/updates Standard Operating Procedure (SOP) documents, creates/updates technical application resources, and other supporting documentation to include meeting all requirements necessary to maintain system accreditation.

- You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- The incumbent of this position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2
- The incumbent is required to participate in a continuous learning (CL) program as described in SECNAVINS 5239.20A and SECNAV M-5239.2.
- The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of Software Developer proficiency level Expert.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Developing software to ensure compliance with outlined specifications;
Planning, analyzing, and coordinating software testing, installation, and implementation for custom built solutions;
Designing, testing, and modifying new or existing application software to support web/database servers;
Conducting post-implementation assessments and monitoring configuration control to evaluate cost efficiency and performance; and
Applying regulations, directives, and procedures to govern Information Technology Management systems.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying regulations, directives, and procedures to design and develop Information Management systems;
Researching methods and techniques to resolve a variety of Information technology issues; and
Testing, monitoring, and evaluating Information technologies during design, development and implementation to ensure internal and external requirements are met.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
