This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Financial Resources (ASFR), Office of Budget, located in Washington, District of Columbia.

Duties

The Financial Management Analyst performs the following duties: Provide funds control through the issuance of resources, tracking of obligations, certifying purchase requests, recording actions in the financial system and reconciling those actions monthly between two systems of record. Meets routinely with STAFFDIVs to communicate critical issues, ensures accuracy, timeliness and completeness of all transactions. Assists with planning, formulating and presenting the OS budget to the Deputy Secretary, Secretary, Office of Management and Budget and the Congress. Appraise program activities and operations in terms of their contributions to policies, goals and objectives of the Department as a basis for evaluating resource requirements. Participates in the development of financial management policy, and procedures based on sound technical principles which are applicable to the organization's financial management needs. Provides analytic support for new funding initiatives in the Office of the Secretary, end of year funding requests and reallocations, and performance measurement.

To qualify for the GS-9: you must have one year of specialized experience that is equivalent to at least the GS-7 grade level performing duties such as: Microsoft Excel including the ability to create formulas and having an understanding of linked information between different worksheets or files; translating and reviewing financial reports for accuracy and reviewing and correcting text for grammatical errors; collaborating and engaging in an internal and external team environment providing and receiving input. OR Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years. (To compute the percentages, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentages must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.) To qualify for the GS-11: you must have one year of specialized experience that is equivalent to at least the GS-9 grade level performing duties such as: Executing budgets or performing routine accounting functions to track spending; performing routine reconciliations of data to resolve issues in accuracy between financial systems; navigating Microsoft Excel including the ability to create formulas and having an understanding of linked information between different worksheets or files; translating and reviewing financial reports for accuracy and reviewing and correcting text for grammatical errors; collaborating and engaging in an internal and external team environment providing and receiving input. OR Have successfully completed a Ph.D. or equivalent doctoral degree or have 3 full years of progressively higher-level graduate education leading to such a degree. OR Have a combination of successfully completed graduate level education and specialized experience as described above. Education
