About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.
Duties
Serves in the Army Community Service (ACS) Division to execute the Army Community Service Employment Readiness Program which focuses on employment assistance to military spouses and family members.
Develops and maintains a database of job opportunities for family members through acquired knowledge of client skills and abilities.
Uses assessment tools and techniques (e.g., surveys, questionnaires and needs assessments, interviews, etc.) to compile work history and experience profiles on clients.
Develops partnerships with a wide range of corporations and small businesses to support long and short-term employment and training opportunities for spouses and other eligible members.
Develops and maintains a database of job opportunities for family members through acquired knowledge of client skills and abilities.
Designs, coordinates, conducts, and evaluates workshops and seminars on specific job skills such as resume writing, interviewing, salary negotiation, networking and achieving a professional image.
Organizes and conducts, and/or works in conjunction with local entities, on job fairs.
Implements the Army Community Services marketing strategy and public relations program to ensure the target population is informed of the Department of Defense (DoD) employment assistance program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty travel (TDY) may be required up to 5%.
- One year trial/probationary period may be required.

Basic Requirement for Employment Readiness Program Specialist:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Behavioral or Social Science, or related discipline appropriate to the position..
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Advising on career goals, employment/job opportunities, and/or education/training opportunities; 2) Coordinating and/or conducting workshops or seminars focusing on employment readiness such as job fairs, resume writing, interviewing techniques, and networking and achieving a professional image; 3) Establishing relationships with employment agencies or entities to obtain information related to job opportunities or education/training opportunities; AND 4) Utilizing automated database/system to input, retrieve, and/or maintain information/data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Psychology, Behavioral or Social Science.
OR
Combination of Education and Experience: A combination of education and experience may be3 used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
