This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense Prevention Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Serve as a Prevention Specialist 2, playing a critical role in integrated primary prevention. Execute each step of the Prevention process including understanding the problem, developing a comprehensive approach, ensuring quality implementation and continuous evaluation. Analyze, evaluate, and formulate effective primary prevention initiatives to address two or more harmful behaviors. Contribute to creating and sustaining protective military communities for Soldiers, Family Members and DA Civilians. Coordinate with the Prevention Lead and Deputy to establish primary prevention goals, objectives, and comprehensive approaches. Develop and lead comprehensive, innovative primary prevention plans and strategies, integrating activities across the socio-ecological model to address complex public health issues within the military context. Serve as subject matter expert on data analytics, data products, and the review of research literature at the local level. Offer analytical assistance for the work products and deliverables of other Integrated Prevention Advisory group (I-PAG) staff. Employ data analytics, measures, and metrics related to prevention to enhance prevention performance towards targets, objectives, and goals at the service or organizational level, with the aim of guiding prevention decisions. Identify and integrates data, research, and evaluation findings from various sources within relevant policy, laws, and regulations. Develop, administer and evaluate integrated primary prevention activities, ensuring they are research-informed and adhere to relevant policies and regulations. Ensure quality implementation of prevention activities, adapting them to local nuances while maintaining their fidelity. Engage with both internal and external prevention partners, which encompass prevention experts, mission-driven organizations, representatives from other Army commands, sister services on joint bases, and civilian counterparts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbents of this position must complete DoD SPARX Knowledge Parts 1 and 2 within 6 months of employment.
  • Must obtain and maintain Level 4 DoD Credentialing Program for Prevention Personnel (D-CPPP).

Additional information about transcripts is in this document. Basic Requirement for Prevention Specialist (Prevention Deputy) (PREV WF): A. Degree: Bachelor's degree (or higher degree) in the behavioral or social sciences, or related disciplines appropriate to the position, such as prevention science or public health. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1. Developing and/or leading innovative primary prevention plans and strategies; 2. utilizing data analytics, measures, and metrics related to prevention to enhance prevention performance towards targets, objectives, and goals; 3. interpreting and/or presenting data on harmful behaviors, attitudes, climate and contributing factors to provide actionable recommendations for prevention initiatives; and 4. Collaborating with both internal and external prevention partners, establishing and fostering strategic partnerships to advance shared prevention goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Education
