About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Serves as the Army Substance Abuse Program Manager in the Directorate of Human Resources (DHR), Installation Management Command (IMCOM), at West Point, New York.
Serves as Chief of the Army Substance Abuse Program (ASAP). Responsibilities and duties include but are not limited to: Exercise full authority for management and operation decisions related to the Army Substance Abuse Program (ASAP).
Responsible for leading an efficient and effective ASAP.
Responsible for an ASAP capable of supporting deployment and redeployment of Soldiers, civilians, Families, Reserves, Guard and units anywhere in the world on short notice.
Strengthen the overall fitness and readiness of the Army’s total workforce and enhance the combat readiness by providing responsive services.
Emphasizes alcohol and drug abuse deterrence, and prevention through the Public Health Model (prevention, treatment, and maintenance), clinical services, biochemical testing and direct services for risk reduction, suicide prevention, and screening.
Provides short-term counseling and referral employment assistance program (EAP) services for DA civilian employees and eligible family members for alcohol and other drug abuse, and other personal problems impacting job performance.
Program development and implementation requiring coordination with military and civilian agencies, senior leadership, and higher headquarters.
Develops, executes and monitors the ASAP budget.
Knowledge of DOD, DA, IMCOM and Installation regulations, directives, policies, SOPs and guidelines governing the Army Substance Abuse Program and the Drug-Free Federal Workplace program.
Manages a diverse and complex workforce consisting of clinical and non-clinical professional social scientist and support personnel.

- his position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Army Substance Program Manager:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Counseling, Psychology, Human Services or Social Work.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Overseeing a Substance Abuse Program to include resources and/or funding; 2) Conducting substance abuse and prevention community awareness programs; 3) Administering substance abuse testing programs; AND 4) Submitting referrals to outside sources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
