About the Position: You will work with a highly motivated group of acquisition professionals, assisting in the development of enterprise level service task orders that directly support service members and their families. You will serve as an acquisition advisor to the customer (technical expert) and as the Contracting Officer's Representative (COR) for the resulting task orders issued against the HR Solutions Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts.
Duties
Analyze, evaluate, approve or redirect the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements for the number of knowledge-based services programs/projects.
Serve as a primary representative on acquisition-related task forces.
Perform Contracting Officer’s Representative (COR) duties on assigned task orders.
Plan and develop guidance material for technical and contracting personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Term position scheduled to last 5 years.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position requires Contracting Officer Representative (COR) training within 21 days of Type A COR designation or within 35 days of Type B or C COR designation, unless another specific timeframe is agreed to by the contracting officer.
Qualifications
ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02. If you are selected at the NH-02 grade level (GS 5-11 equivalent), you must meet the qualification requirements for the position and complete/pass the ACWA assessment.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position will be filled at the NH-02 (GS 05-11 equivalent) level with promotion potential to the full performance level, NH-03 (GS 12-13 equivalent) (after all other requirements are met and management approval).

General Experience for NH-02 grade level: In order to qualify at the NH-02 grade level, you resume must describe three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: 1) Assisting with the coordination of contract management functions to include acquisition requirements package development and contract administration; 2) Problem solving and analysis in the management of contractual matters; AND 3) Assisting in executing contract/program related goals and advising program officials in procurement planning.This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four-year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
