As the Agreement Administrator (Administrative Specialist) with the Research Engineering Directorate, Engineering Operations Branch, in the Agreement and Partnership Office, you will assist the Center Agreement Manager in coordinating with stakeholders in the agreement and partnership process. You will coordinate activities with the customer to determine the best agreement mechanism, review all draft agreements, and process agreements in accordance with Center and Agency requirements.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provide draft agreements to Center Agreement Manager prior to submitting to the Abstract process (if required) and before sharing with partners.
Monitor the formulation and review process to facilitate efficient and timely execution of agreements.
Prepare required review packages for Center stakeholders and signing officials in the Partnership Agreement Maker (PAM) following specific router criteria for the varied agreement types.
Monitor NASA policies and processes for agreement documentation changes and updates to ensure that the Center is in compliance.
Review draft agreements and PAM questionnaire responses for technical scope, resource estimates, facility requirements, schedules, statement-of-work, intellectual property provisions, and any specific customer needs.
Evaluate agreement requirements for Abstract review, search Government-wide Excluded Parties Lists System (EPLS) to verify any exclusions from working with partners and work closely with other AFRC offices.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
Assisting with identifying or reporting on new or modified legislation or regulations;
Assisting with researching or interpreting basic legislation to support organizational or program goals;
Assisting with analyzing, researching, or composing documents or recommendations to support customer-focused administrative programs.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level.
Supporting the execution of license agreements for commercial applications;
Evaluating new or modified legislation or regulations to assist with determining the impact on agency programs or resources;
Supporting negotiation with stakeholders or customers to meet organizational or program goals, actions, or services.
