About the Position: The position is located within the Human Resources Division, Military G-1, Brooke Army Medical Center, Fort Sam Houston, Texas. The primary purpose of this position is to provide technical advice and guidance regarding a wide variety of military Human Resources programs for the military Human Resource management program for Brooke Army Medical Center and subordinate organizations.
Duties
Provide technical advice and guidance regarding a wide variety of military HR programs such as strength management, personnel readiness, retention, replacement operations, casualty operations, awards, evaluations, separations, and personnel actions.
Implement and administer a variety of staff assignments in various military human resources program areas.
Develop guidance, procedures, and standards for new and/or changing program area(s).
Analyze military human resource management issues and problems and develops recommendations and alternative solutions.
Ensure compliance to program and Department of Army policy and regulations.
Monitor the execution of military human resources policies and programs to ensures level of service are consistent for all officer and enlisted personnel.
Carry out projects or portions of broader studies to resolve controversial issues or problems.
Monitor school selections, promotion boards, and command boards to ensure suspense dates are met.
Responsible for the Commanding General's monthly awards ceremony to include planning, rehearsal and execution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, Tier 3 for access for the duration of employment. A background investigation and credit check are required.
- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization and Tuberculosis testing is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) administering human resources principles, policies, and regulations pertaining to military programs. 2) providing advisory services to management on a variety of military personnel matters, 3) utilizing clerical or administrative procedures to produce reports and correspondence, and 4) processing military actions utilizing a variety of automated personnel databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
