This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: To serve as the Medical Readiness Manager (MRM) and technical advisor to the Military Treatement Facility (MTF) Commander at Eglin, Air Force Base, Pensacola, Florida.
Duties
Serves as the Medical Emergency Manager (MEM) and technical advisor to the Medical Treatment Facility (MTF) commander.
Develops criteria for exercise contingency responses plans, checklists, program reviews, and quality assurance reviews.
Establishes, develops, and maintains effective working relationships with key personnel and local community agencies.
Evaluates reports by analyzing facts and performing research and prepares detailed responses.
Provides medical input for development of disaster plan details and checklists that cover military and other federal agencies in the area.
Ensures budget for equipment/supplies and training for response are forecasted and executed for the various readiness response teams.
Coordinates MTF participation in county and state-wide disaster preparedness exercises and disaster responses.
Manages the Comprehensive Medical Readiness Program (CMRP).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must successfully complete the Medical Readiness Management Course (MRMC) IAW AF guidance after selection.
- Incumbent must successfully complete the initial level of the Public Health Emergency Management Course (PHEM) within one year of designation as a MEM and complete sustainment training every subsequent 4 years in the role IAW DoDi 6200.03.
- Frequent shifts in working hours and extended periods of overtime may be required. Night or weekend shifts can be expected if situation warrants immediate medical contingency response action.
- This is a Key position and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position requires a Secret security clearance. The incumbent must remain eligible for the required clearance at all times while serving in this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes formulating and delivering medical disaster guidance to ensure proper medical response and survival in diverse emergency scenarios; creating standards for exercise contingency response plans; and overseeing the operations and requirements of emergency response programs to ensure compliance with checklists and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management, Medical Emergency Services, Public Health Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
