The primary purpose of this position is to perform non-professional technical work in accomplishing complex design. scientific analysis. measurement. and tests in the evaluation of airborne weapon systems and electronic, electro-mechanical, or electro-optical systems.

Duties

Operate, install, check, and maintain a wide variety of specialized electronic equipment and systems for processing data according to requests submitted by Project Officers, Test Support Managers and Telemetry Engineers. Acts as a leader for planning, conducting, analyzing results, preparing test/technical reports and physical security of equipment, electronic systems, devices, and techniques in support of airborne warfare and weapons development testing. Provides technical oversight and maintenance for the various types of components of data processing systems requiring the understanding and application of complex test and calibration equipment. Personally performs and leads supporting technicians in modifications to equipment and makes recommendations to computer software engineers to improve operating efficiency or increase capability.

  • The work requires some physical exertion, such as: long periods of standing; walking and climbing in and around equipment
  • The work requires some recurring bending, crouching stooping, stretching, climbing, and similar activities; recurring lifting of items weighing up to 50 pound
  • The work may require visits to aircraft hangars, flight line, construction, test ranges, and other outdoor sites.
  • Majority of work is performed in a laboratory environment or work bench setting. May be exposed to danger of high voltage.
  • Work may require travel away from the normal duty station on military or commercial aircraft
  • Works rotating shifts as assigned.
  • Works scheduled overtime as required.
  • Subject to recall during off-duty days and hours and work on holidays during test periods.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to operate, fabricate, install and maintain specialized data processing systems which measure and record test parameters from a variety of environmental, field, or laboratory conditions. A thorough knowledge of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems and components associated with airborne and ground telemetry systems. Knowledge of advanced electronic concepts and ability to convert theoretical ideas to functional components and systems. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems. Ability to use electronic test equipment. Ability to perform calibration and troubleshooting for installed instrumentation systems, including video recording, digital data recording, weapon function monitoring, and other data collection systems. Ability to provide technical leadership to other technicians and support personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
