The primary purpose of this position is to test and evaluate state-of-the-art weapon systems and cyberspace capabilities, provide quality installation and mission support, and serve as responsible stewards of our resources to deliver war-winning capabilities.

Duties

A senior technician, responsible for carrying out assignments in support of research and development activities. These activities involve the design, development, and testing in such areas as new components and subassemblies, special systems and subsystems, state- of-the-art electronic data systems and other similar projects. Provides technician support to engineers in the design and development of unique output/ input interfaces and associated electronic equipment necessary to test weapon system integrity, longevity, expandability, safety, and in resolving system deficiencies and concerns. Participates in the resolution of very difficult maintenance problems which are generally beyond the scope of lower graded mechanics and technicians and which involve highly complex electronic systems being repaired, overhauled, modified, and tested.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Electronics Technical Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/electronics-technical-series-0856/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience includes being responsible for carrying out assignments in support of research and development activities. These activities involve the design, development, integration, and testing in such areas as new components and subassemblies, special systems and subsystems, state- of-the-art electronic data systems and other similar projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate Statement (cannot be used for qualification determination): The ideal candidate for NJ-0856-04 should possess over 10 years of comprehensive hands-on R&D support experience, with demonstrated mastery in component and subassembly design and testing. They should hold an associate's degree or higher in Engineering Technology or a related field, at least 12 credit hours of coursework leading to a Bachelor of Science in Electrical Engineering. The candidate's expertise should include advanced proficiency in CAD software, sophisticated testing equipment, and data acquisition, and RF systems. They should have a proven track record of successfully managing multiple concurrent R&D projects, demonstrating excellence in systems integration, prototype development, and test execution. Strong technical documentation skills are essential, as is a history of effective collaboration with engineers and research staff. The candidate should show deep understanding of quality control procedures, industry standards, and regulatory requirements. Their experience should demonstrate initiative in process improvement, along with superior analytical and problem-solving capabilities. Key achievements should include successful prototype development, documented process improvements, and contributions to technical innovation. This candidate should exemplify both technical excellence and strong interpersonal communication skills, making them an asset to cross-functional R&D teams. Best Qualified to me would be: Candidates must possess at least five or more years of specialized experience equivalent to the next lower grade level (NJ-03). Demonstrate superior qualifications and extensive experience beyond the minimal requirements. Possess ten or more years of hands-on experience in research and development support, with demonstrated expertise in component and subassembly design, integration, and testing. They should have advanced knowledge of specialized systems and subsystems integration, along with proficiency in using complex testing equipment and diagnostic tools. The candidate should have a proven track record of supporting multiple R&D projects simultaneously, contributing to successful prototype development, and demonstrating strong capabilities in test planning and execution. Superior candidates will have an associate degree in a Technical field and/or at least 12 or more credit hours leading to a bachelor's of science in electrical Engineering. They should demonstrate strong communication skills and a successful history of collaboration with engineers and research staff. Additional distinguishing qualifications may include experience with CAD software, comprehensive knowledge of testing procedures and standards. Minimally Qualified to me would be: Candidates must possess at least one year of specialized experience equivalent to the next lower grade level (NJ-03). This experience must demonstrate basic knowledge of engineering principles and practices, with proven capability in reading and interpreting technical drawings and specifications. Candidates should have documented experience supporting research and development activities and a fundamental understanding of testing procedures and documentation. Candidates must demonstrate competency in using basic laboratory equipment and testing instruments, knowledge of safety procedures and protocols, basic computer skills including standard office software proficiency, and the ability to maintain accurate records and documentation. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the techniques and theories characteristic of electronics, Ability to apply electronics knowledge to engineering processes and functions such as design, development, testing and maintenance Knowledge of safety and occupational health practices as they relate to electronics technician performance requirements Know ledge of current automation technology and practices essential for the accomplishment of electronics technician work Ability to read engineering plans and specifications Knowledge of basic mathematics and elementary physics Knowledge of engineering drafting principles, methods, and techniques Knowledge of the capabilities, characteristics, and uses of electronic equipment and systems Ability to give oral presentations Ability to communicate in writing Ability to maintain good working relations Ability to plan, organize work, and meet deadlines Ability to gather, analyze, organize, and present data and supporting analyses Ability to access or locate information through the use of a personal computer or terminal Ability to research, analyze, interpret and apply rules, regulations, and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
