The primary purpose of this position is to serve as the Al Plans and programs subject matter expert (SME), Plans and Integration Division with responsibility for integration of A 1 planning activities in support of AFG SC and AFS TRA T contingencies, operations, and exercises.

Duties

Works with the Branch Chief in planning, organizing, and overseeing the activities within the Strategic Plans and Programs Branch. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide strategy, planning and assessment functions and activities. Identifies need for change in organization priorities and takes action to implement such changes. Performs work in such a manner that promotes a smooth flow and ensures effective use of organization resources to achieve organization goals and objectives as well as customer needs. Establishes, develops, and maintains effective working relationships with HAF, STRATCOM, AFPC, IMSC, USAF Services Activity, NAFs, and supported component commands. Represents the Directorate at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Meetings and conferences in many cases are to resolve complex command-wide personnel and services readiness, integration, budgetary, issues and data analysis functions and activities matters and to ensure concerted action by involved parties. Supports the establishment and maintenance of effective working relationships with other coordinating organizations. Applying Air Force knowledge of strategic and defense global strike program operations; analyzes, develops, and evaluates personnel plans and integration issues and develops recommendations to resolve substantive problems related to the deployment of forces in a major command program. Analyzes planning/programming proposals and decisions providing recommendations to meet Depart of Defense (DOD), Air Force (AF), and Major Command (MAJCOM) or Combatant Command (COCOM) requirements and operational plans. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations for multiple command programs from a total force perspective. Prepares and delivers oral presentations such as briefing, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Develops and prepares a variety of correspondences and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefing, charts, bullet background papers, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Pos SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes skills to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive changes in established procedures or may be in conflict with the desires of the activity studied. Knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to evaluate impacts to joint and combined command and control capabilities, and to craft effective recommendations and guidance for operations under conditions of urgency and pressure that satisfy both organization and customer requirements. 2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. 3. Skill to apply a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training, operations, exercise, and contingencies is highly desirable; including the ability to analyze, plan, coordinate, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources. 4. Ability to prepare and present briefings, reports, proposals, and projects. Proficient computer skills. 5. Ability to plan and organize work to meet critical deadlines and ability to quickly comprehend, interpret, explain, and make decisions in accordance with established procedures and practices. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDTIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
