You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT & PLACEMENT), in the Headquarters, United States Marine Corps, Manpower and Reeserve Affairs (M&RA) Department, Manpower Plans and Policy Division, Civilian Workforce Management Branch, Civilian personnel Programs Section (MPC-10) in Quantico, VA.
Duties
You will provide advisory services on Marine Corps-wide issues pertaining to civilian HR programs and policies related to position management, position classification, compensation and pay, staffing and recruitment, strategic workforce planning.
You will coordinate Marine Corps input to proposals and brief Senior Leaders on the impacts of changes in civilian HR law and policy.
You will develop Marine Corps policies and procedures for new programs or changes to existing programs.
You will prepare information and decision briefs, and prepare final correspondence for senior leader decisions and signature.
You will serve as team member during review of civilian HR Programs to ensure compliance with regulations, policies and procedures in the areas position management, position classification, compensation and pay, and, staffing and recruitment.
You will document findings, identify best practices, make recommendations for improvement, and summarize required corrective actions.
You will represent Marine Corps at meetings, conferences, and working groups with senior leaders, human resources experts, and the Department of Navy and Department of Defense.
You will review proposed legislative, regulatory, and policy changes to determine potential impact on civilian workforce and management flexibilities.
Requirements

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising management officials and operating civilian human resources (HR) offices regarding programs and policies to include position management, position classification, compensation and pay policies, staffing and recruitment and strategic workforce planning.
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting, analyzing and evaluating human resources laws, regulations, principles and practices to provide advisory services on staffing, recruitment and classification matters.
