The incumbent works within the Mental Health & Clinical Neurosciences Division and will integrate three major elements of operational responsibility. The three components are the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic and service or system-level, and the analysis of clinical practice patterns and clinical outcomes management.
Duties
Major duties include, but are not limited to:
Responsible for the development, organization, management and application of information systems for the clinical and administrative activities of the Mental Health Division.
Clearly understand the array of informational and data systems available through local and national sources.
Utilize clinical, demographic and administrative information systems to develop information and data systems specific to the Mental Health Division. The information base will include patient demographics, stratified provider productivity models, hospital or inpatient statistical data analyses, outpatient operational databases, cost-based practice and programmatic information, individual provider practice patterns and models of risk assessment.
Develop and implement a management information system (MIS) specific to the clinical information needs of the Mental Health Division.
Understand the clinical programs; clinical practice models, medical center & VA operational systems, and resource utilization and/or cost accounting systems in order to create information streams incorporating aggregate cost analysis against current operational models or options.
Manage all workload capture systems assuring all visits, procedures, consultations and other forms of workload are completed in the appropriate timeframes.
Develop workload descriptive assessments with trend data or forecasting information to analyze workload and resource levels to meet current and the future demand.
Aggregate and analyze provider specific clinical practice information to assess such activities as drug utilization patterns, case-mix analysis, patient referral patterns, consultation utilization patterns, and productivity models based on case mix complexities.
Integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care and pharmacy and medication use practices and patterns.
Develop the data-information systems designed to analyze the objectives/goals defined in the annual Performance Contract for the Mental Health Division.
Responsible for analyzing and evaluating the costs and implications of policies in draft or final form, as well as their impact on the operation and practice of medicine within the medical center.
Develop both long and short-range policies and plans for the division by coordinating the administrative needs of the organization, and plans and supports committees with data collection.
Defines the goal to be met, and will envision alternative policies, recommends a course of action and implements the alternative chosen.
Acts as a liaison and handles communication with persons and/or groups within and outside of the division.
Researches and analyzes unstable and complex program issues, and plans and accomplishes special projects.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 05/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that require working knowledge of data aggregation systems. Knowledgeable on the organizations current operational systems. Uses data streams and file systems of Vista to access important data and information bases. Gathers, Interprets, and applies information from various information systems. Uses word processing, spreadsheets, and other application software programs to compose reports, correspondence, and other presentations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a master's or equivalent graduate degree, or successfully completed two full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation.
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that require working knowledge of data aggregation systems. Uses data streams and file systems of Vista to access important data and information bases. Skilled in randomized sampling techniques, data aggregation methods, and the application of sound statistical analysis. Manages large and small databases and software for the manipulation of data for output of descriptive analyses. Knowledgeable on the organizations current operational systems within the Medical Center to interpret and apply information. Designing and managing projects using standard applications software. Uses word processing, spreadsheets, and other application software programs to compose reports, correspondence, and other presentations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
