Duties

Serves as senior analyst and advisor for data systems, projects, initiatives, and programs that require centralized oversight. Responsible for providing strategic direction for data sharing policies and practices. Develops effective, efficient and innovative data sharing solutions to meet functional and operational requirements. Performs extensive coordination with logistics and systems experts in order to define issues and problems in areas where useful precedence does not exist. Works with technical representatives and staff of DLA, the military services, civil agencies, foreign Government contractors to provide oversight for requirements definition, design, development, testing and implementation phases. Ensures enhancements and system changes are collaborated with HQ DLA, military service representatives, and customers when required. Assist customers in the use of DOD EMALL and questions concerning the DOD EMALL web site.

Qualifications

To qualify for a Supervisory IT Specialist (INFOSEC), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Plans, directs and coordinates accomplishment of new data initiatives, projects and programs ensuring priorities are established and milestone schedules are coordinated and published to reflect agreed priorities. Uses software engineering techniques to develop and modify functional descriptions. Develops test plans and user procedures. Performs tests prior to implementing modifications of on-line systems and applications. Assures the accomplishment of projects in the systems area that involve problem analysis, developing draft solutions/recommendations and improving the program as it relates to life cycle management of data systems. Analyzes proposed benefits and costs of proposed system changes and recommends action to management. Validates requirements with customers after documenting and/or before committing to programming. Studies, analyzes and interprets policy, regulatory material, regulations and manuals and other publications and directives relating to mission operations to ensure policies and procedures are consistent with regulatory requirements. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial);makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
