The primary purpose of this position is to serve as Senior Information Technology (IT) specialist responsible for base level assistance in the operation and maintenance of the installation's local wide area networks and telecommunication systems.
Duties
Functions as Comm Focal Point's Senior IT Specialist, as interface between the IT Service Desk, AFNetOps organizations, the Wing Installation Control Center, the Enterprise Service Desk and DISA.
Works with lower-graded CFP technicians in administering and maintaining base telecommunication system and controlled area functions.
As Senior IT Specialist, analyzes and identifies potential performance or capacity problems and plans for changes to avert problems.
Oversees customer support, assistance, training, and orientation.

- (con't) A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Position requires IA Technical Level II certification.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date will have, at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes Information Technology (IT) experience that includes being responsible for organizational level administration, operation and maintenance of the organization's computer network and for providing technical assistance and support to management and customers. Additionally, must have IT-related experience demonstrating each of the four following competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent position in the federal service.

EDUCATION: (MUST INCLUDE COPY OF OFFICIAL TRANSCRIPTS): Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of LAN/WAN and system principles and practices sufficient to administer and troubleshoot
components.
Knowledge of customer support principals, methods, and procedures for documenting problem resolutions and
providing guidance and training to customers.
Knowledge of concepts and techniques required to assist in the planning, operation, and maintenance of a LAN/WAN,
including the installation and implementation of enhancements.
Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend
analysis.
Knowledge of IT security principles, concepts, practices, products and services, and methods for evaluating risk
and vulnerability.
Ability to analyze routine network problems and recommend solutions.
Ability to communicate factual and procedural information clearly, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
