Duties
Serves as a senior project manager for a variety of special projects that are complicated by the unconventional nature of the facility or structure, e.g. research building, laboratories, and specially designed testing or computer complexes.
Designs and develops plans and project requirements including time constraints, economic feasibility, monetary limitations, etc.
Reviews and evaluates contractor's proposals and drawings for completeness, constructability, proper method of execution, engineering suitability projected timeframes, and quality and quality of material, costs, etc.
Monitors and controls project execution.
Keeps abreast of current developments in the construction industry and particularly its various specializations to ensure applicability of the most efficient and practical methods to assigned projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Works both inside and outside with possible exposure to inclement weather.
- Employees may be required to use protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE 450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-NOV-2011.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) designing and developing project requirements such as timelines and cost analysis; 2) reviewing engineering drawings, plans, and specifications; 3) reviewing contractor proposals; and 4) monitoring project execution.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
