You will serve as a INFORMATION TECHNOLOGY SPECIALIST (SECURITY) located in the Program Management Office, Information Technology (PMOIT), Code 1531, in the Enterprise Business Systems Division (Code 1530) of the Naval Shipyard Support Office (Code 1500) at the NORFOLK NAVAL SHIPYARD.

Duties

You will oversee Digital Industrial Operations (DIO), Cyber Security (CS) / Information Assurance (IA) program plans, policies, and standards as the NAVSEA 03S delegated DIO Primary ISSM. You will assist with developing and maintaining a Cyber Security program that identifies architecture, requirements, objectives and policies; Cyber Security Workforce personnel; processes and procedures. You will ensure that authorized and privileged users and system support personnel have the proper training, authorization, and need-to-know before granting access to information systems You will manage and approve accounts for NMCI/NMCI NNPI/ABL/ SIPR Accounts as necessary, and User Access Requests (UAR) for NAVSEA 03S applications. You will oversee activities within the CS Department Operations and liaison with government counterparts on projects and tasks to expedite resolution and maintain efficiency.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The position often requires irregular hours.
  • This position requires rotating shift work.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: performing system reviews and analysis of new technologies/support tools and recommending changes to improve efficiency and operability. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: designing and implementing new information systems and system support tools to meet customer needs. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Brief senior leaders on critical information technology (IT) programs analysis and planning issues. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: evaluating organizational processes for continuous improvement and providing solutions to operational challenges. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector Experience advising on IT Theories , principles, concepts, standards and practices; Experience developing and maintaining Cyber Security Systems; Experience planning policies and standards of Cyber and AI Systems; Experience organizing, planning, oversight, coordinating, managing cyber systems; and Experience assessing performance of all areas and report results/metrics to leadership.
