You will serve as an IT SPECIALIST (SYSADMIN/INFOSEC) located in the Windows/IIS/WEBAPPS branch (10914), Infrastructure & OPS Division (1091). Information Technology & Cybersecurity (ITACS) Office (109) at NORFOLK NAVAL SHIPYARD.

Duties

You will analyze, diagnose, and correct recurring and emergency problems and faults with shipyard operating system’s software, hardware, and firmware, or initiate vendor corrective action, as appropriate, in order to restore normal operations. You will recommend and implement solutions that correct and improve conditions and optimize efficiency and ensure recoverability of shipyard systems. You will monitors log files, apply patches required by IAVMs, apply vendor hotfixes and patches, and apply STIG to ensure systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. You will develop and implement necessary procedures and controls to minimize the downtime resulting from equipment, systems software, and application program or operations failure. You will identify and provide specifications for procurement of vendor support for maintenance and support of shipyard hardware and software.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of 451 SYSTEM ADMINISTRATOR proficiency level INTERMEDIATE.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires rotating shift work.
  • This position requires evening and weekend work.

Qualifications

Your resume must demonstrate the four competencies below and demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Identifying capabilities shortfalls, providing leadership with proposed recommendations on how to resolve the gaps and risks. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing technical expertise to assess the performance of IT assets supporting command operation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Attending and makes substantive contributions to discussions during meetings, conferences and workgroups. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshooting and diagnoses system failures to isolate the source of the problem. In addition to demonstrating the four competencies above, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Evaluating logs to determine possible causes of issues using software such as network Monitor, Solar Winds, System Center Configuration Management (SCCM), System Center Operations Management (SCOM) and Splunk to determine cause and corrective actions to be taken. 2. Demonstrating knowledge and skill in the latest Windows Active Directory Infrastructure, including Group Policy administration, Enterprise Domain maintenance, and DNS maintenance. Proficient working knowledge of latest Virtual Server and Workstation software / hardware infrastructure such as VMWARE ESX, Windows Hyper-V, or VMWARE VDI. 3. Demonstrating familiarity of databases and web technologies, including Microsoft SQL Server and IIS. 4. Utilizing good communication skills, and excellent analytical skills and an ability to interface effectively with senior management and diverse user groups to include oral/ visual presentations. 5. Utilizing analytical ability and communication techniques sufficient to update the shipyard's disaster recovery plans to respond to new security requirements and be able to advise and present plans to IT management for review and approval. Education

GS-12 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
