About the Position: This is a Program Analyst, GS-0343-11/12 position for the U.S. Army Corps of Engineers Tulsa District and location in Tulsa, Oklahoma.
Serve as a Program Analyst with overall financial management and control of Operations and Maintenance (O&M), and Flood Control & Coastal Emergencies (FCCE) funding for Operations Division.
Duties
Critically evaluates, analyzes, and integrates the estimates and proposals of the operation and maintenance elements into unified and balanced budget schedules for O and M projects based on knowledge of programming criteria.
Continuously reviews and analyzes progress on Operations Division operating budget activities including special studies, 2101 reports and related activities, procurement of critical items, expenditures, etc., to ensure timeliness of budget actions.
Establishes and maintains the management information system for Operations Division concerning O and M, FCCE and Plant Replacement Improvement Program (PRIP) funds utilization and ensures that information conforms to existing policy.
Arranges and directs the transfer of funds between project work items as necessary to maintain the needed funds in the proper accounts.
Loads and maintains budget schedules in Primavera P6.
Maintains, develops,, and furnishes in connection with project managers, timeframe and budgetary data to other District elements for inclusion in formal and informal reports, studies, memos, and correspondence.
At the GS-12 level be a subject matter expert on job duties and provide guidance and assistance to other team members as needed.

SPECIALIZED EXPERIENCE FOR GS-11:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Analyzing project fund balance or authorizations to ensure funding limits are not exceeded; AND 2) Formulating cost estimates for projects by utilizing past experience, historical data, or established cost targets.
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business, finance, or accounting. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
SPECIALIZED EXPERIENCE FOR GS-12:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Analyzing programs to ensure project objectives are being met; AND 2) Preparing program budgets for an office.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 OR GS-11).
