Duties

CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime. This position starts at a salary of $86,962.00 (GS-12, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10). As a Budget Analyst, you will assist in advising, formulate, and execute budget requirements for all phases of work of the budget cycle. Typical duties may include: Performing a wide variety of administrative and analytical duties connected with the formulation, execution, review, justification, and presentation of the budget for Office of Trade or major components of Office of Trade. Assisting with the review, analysis, and interpreting of existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins. Assisting with developing and evaluating policies in assigned program areas, taking or recommending actions to achieve organizational objectives, and recommending future program objectives and improvements. Assisting with planning, developing, and coordinating financial management through briefings, presentations, and conferences for management and senior leadership. Assisting with developing cost-benefit analysis of proposed budgetary program actions, and advising OT management, program managers, and senior leadership of the most advantageous courses of action.

Experience: GS-12: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing detailed budget estimates, justifications and budget execution plans based on strategic and performance plans. Evaluating and analyzing program budgets and contributing to identifying trends and changes in both summary and detailed data for use in analysis, forecasts, models, presentations, and recommendations. Assisting policy makers in developing, evaluating, analyzing, and interpreting policies to resolve complex problems of agency wide significance and impact. Resolving complex policy questions and providing a basis for major decisions that impact agency wide activities and operations. Analyzing major administrative aspects of substantive, mission-oriented program budgets, and generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations. GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing budgetary resource requests to include the Resource Allocation Plan (RAP), the President's Budget, and tracking progress of Technical Assistance appropriations through Congress. Performing a wide variety of administrative and analytical duties connected with the formulation, execution, review, justification, and presentation of the budget for Office of Trade or major components of Office of Trade. Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets. Projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives. Managing the formulation, justification, and execution of the budget for an entire agency or major component conducting a substantive program or recognizable segment thereof. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/28/2024. Current and former federal employees may be required to serve or complete a probationary period.
