This position is located in Global Compensation Payroll Support Chief – Bureau of the Comptroller and Global Financial Services (CGFS/GC/PSP), U.S. Department of State, Charleston South Carolina. The incumbent is responsible for independently carrying out diverse assignments and projects relating to the oversight, planning and operations of one or more Global Compensation payroll operations.
Duties
Ensures all payroll operations of the Department are conducted following the applicable requirements established by but not limited to Congress, the Office of Management and Budget, the General Accounting Office, the Treasury Department and CGFS.
Advises CGFS on the implication new or modified legislation that could impact the agency’s payroll system and programs and recommends the development and maintenance of the framework of policies and procedures relating to payroll matters.
Serves as subject matter expert for consultation with annuity Payroll Systems Accounting Financial Management Specialists and contract staff in the operation of one or more payroll systems accounting pools.
Identifies, considers, and resolves a variety of financial and payroll policy issues, questions and problems related to pool operations and the
agency payroll management program.
Responds to written and oral inquiries from agency representatives and participants regarding receipt and action processing, customer services, service standards, financial policies, procedures, and operations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing payroll and compensation services for an office or organization, to include the calculation of pay changes and updates to customer accounts
Experience advising management and customers, both orally and in writing, on the resolution of payroll-related issues
Experience to gather and correlate relevant information and identify trends and generalizations
There is no substitute of education for specialized experience for the GS-13 position.
