This position is located in the U.S. Department of State, Bureau of the Comptroller and Global Financial Services Global Compensation Directorate (CGFS/GC). The Directorate is responsible for managing a highly complex compensation environment, including payroll, benefits, and associated record keeping and reporting for all Department of State American Civil Service and Foreign Service employees and pay of constituent customers supported in a payroll environment.
Duties
Serves as the Department's representative to other agencies serving as customers for the payroll operation.
Manages the reimbursable budget supporting the Office of Systems Interface.
Manages the office workload, resolves technical and human resources issues, and directs adjustments in technical policies and procedures in response to legislative, regulatory, and technological changes affecting payroll and pensions processing.
Establishes and maintains payroll and pension procedures, reviewing and testing proposed changes in financial policy and systems, and providing advice to resolve systemic as well as case specific issues and problems.
Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Requirements

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a technical advisor on payroll and pension processing operations for an organization that supports domestic and overseas employees.
Experience defining requirements for a payroll processing system and other automated financial management systems and software used in payroll and pension operations.
Experience adjusting technical policies and procedures in response to legislative, regulatory, and technological changes affecting payroll and pensions processing.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
