The Bureau of Comptroller and Global Financial Services, Global Compensation Directorate (CGFS/GC) is responsible for the Department of State and Foreign Affairs compensation service and systems for American Foreign and Civil Service payroll, Locally Employed Staff payroll, and Retirement Accounts and Annuities.
Duties
Identifies financial data and operational data required for use in the management and direction of programs.
Conducts financial data analyses using advanced Microsoft Office skills and query knowledge to manipulate data to test hypotheses, predict outcomes, and make informed decisions.
Provides technical recommendation in the development, implementation, and oversight of new data analysis, storage, and compute technologies, as well as improvement of existing analytical and methodological approaches to Branch Chiefs.
Analyzes new or proposed legislation or regulations to determine impact on program operations and management.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing advice and guidance relating to current policy interpretation related to data analysis, interpretation, and management.
Experience using software programs to manipulate data used to test hypothesis, predict outcomes, and make informed decisions.
Experience performing financial management analysis and developing, negotiating, and defending recommendations.
There is no substitute of education for specialized experience for the GS-13 position.
