This position is located in the Bureau of Comptroller and Global Financial Services, Global Financial Operations Directorate, the Office of Claims (CGFS/F/C). The incumbent serves as the supervisor of the Employee Claims Branch in directing the review, processing and approval of employee claims for payment, in accordance with all applicable statutory, regulatory, policy and procedural requirements of the U.S. Government and the Department of State.
Duties
Determines the resources needed to accomplish the work, allocates resources to one supervisory direct report and second-line direct reports, and ensures effective use of resources and mitigation of the risks of improper payments.
Establishes, modifies, and develops procedures related to claims processing (examines, certifies, pays, and adjudicates claims and transactions).
Ensures that claimants know and abide by proper policies and procedures throughout the claims process.
Assigns work and reviews the work of one supervisory direct report and second-line direct reports supervised.
Provides advice and counsel to direct reports and colleagues on work and administrative matters.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and preparing accounting statements, reports and related financial information on invoices, expenditures and reimbursements.
Experience analyzing financial management operations, programs, and internal controls to improve financial processes.
Experience adjudicating claims and transactions.
There is no substitute of education for specialized experience for the GS-13 position.
