You will serve as a Financial Management Analyst of CNSSC FLD DET MECH PA.
Duties
You will research guides to locate accounting, budgetary, and financial information.
You will prepare preliminary budget estimates, financial reviews, etc. for various programs or program support activities.
You will develop and interpret budgetary policies and practices.
You will assist in the formulation of budgets and estimates to support plans, programs, and activities for the organization.
You will assist senior analyst with studies designed to develop knowledge of financial management programs, policies, and methods.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final
security clearance prior to entrance on duty. Failure to obtain and
maintain the required level of clearance may result in the withdrawal
of a job offer or removal
- This is a Financial Management Level 1 certified position per
the National Defense Authorization Act (NDAA) 2012, Section
1599d. You must achieve this level within prescribed timelines.
Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to
CONUS and OCONUS and may include remote or isolated sites.
You must be able to travel on military and commercial aircraft for
extended periods of time
Qualifications
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes. Specialized experience must includes the following: (1) Analyzing financial data to recommend costs and benefits; (2) Assisting in development, determination, and interpretation of budgetary policies and practices; and (3) Ability to work independently and within a team environment assisting in accounting, budget, and other related financial management work.
GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the performance of functions of budget and/or financial objectives. Specialized experience must includes the following: (1) Gathering financial data and identifying discrepancies in the data; (2) Assisting in the preparation of budgets; and (3) Has knowledge of administrative and financial management systems.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
