Duties
You will perform analytical, planning, evaluative, and resource analysis for the Command, its mission, and its civilian personnel programs.
You will provide advice, recommendations, and information regarding specific NAVSUP WSS manpower requirements to all levels of management.
You will review Staffing and Organizational change requests to ensure requests are within budget and NAVSUP organization business rules.
You will develop and create reports and respond to workforce management data calls as required.
Requirements

Qualifications
For the GS-12 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector being responsible for manpower management, planning and administration, management reviews/briefs, implementation of organizational changes and all related Manpower taskers/data calls. Examples of specialized experience include: 1) Performing a variety of assignments pertaining to civilian and military personnel related to issues to improve and maintain an efficient organization; 2) Providing management support for staffing, position management, and Comptroller labor budget execution; 3) Developing, creating, and preparing management and manpower reports; 4) Reviewing, evaluating, and recommending the approval or disapproval of manpower changes to the Administrative Management Division (AMD) based on director's requests, and further analyzing and preparing compelling justifications or requests for Manpower Change Requests (MCR); and 5) Acting as a liaison, gathering and ensuring proper completion and submission of all required supporting documentation in accordance with the current Hiring Order.
For the GS-11 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector assisting in the manpower management, planning and administration, management reviews/briefs, implementation of organizational changes and all related Manpower taskers/data calls. Examples of specialized experience include: 1) Performing a variety of assignments pertaining to civilian and military personnel related to issues to improve and maintain an efficient organization; 2) Providing management support for staffing, position management and Comptroller labor budget execution; 3) Preparing management and manpower reports; and 4) Acting as a liaison, gathering and ensuring proper completion and submission of all required supporting documentation in accordance with the current Hiring Order.

Education
For the GS-11 Grade level only, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
or
Successful completion of an LL.M. that is related to this position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience
