About the Position: The incumbent will serve as a Budget Analyst at the Space and Missile Defense Command - G8 in Redstone Arsenal, Alabama.

Duties

Responsible for planning, coordinating, consolidating, evaluating and controlling the program and budget execution. Review proposed U.S. Army Space and Missile Defense Command/ (USASMDC) program element budget documentation to assure adherence to established guidelines. Assure that exceptions regarding the program budget are adequately justified. Prepare charts, graphs, and other graphics regarding financial data for briefings to senior leadership. Prepare instructions and advise managers on the preparation of detailed budget estimates, justification statements, and budget execution plans to include the following: Substantive Research, Development, Test and Evaluation (RDTE) and OMA (Operation and Maintenance Army) programs. Use automated systems to execute funding and extract researched financial data from General Fund Enterprise Business System (GFEBS) and Defense Travel System (DTS). Maintain Army Audit Readiness through documentation and maintenance of General Fund Enterprise Business System (GFEBS) posting and fund management audit trail(s), annual funding program execution, allotments, targets, and execution by funding source.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and/or maintain a secret clearance.
  • TDY up to 10% required.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 24 months of occupying the position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This certification requirement is a condition of employment for this position.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon employment and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, 23 March 2006.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • Incumbent is required to submit a Financial Disclosure Statement, SF-278, (5CFR Part 2634, Subpart B USOGE, 11/04).
  • Executive Branch Personnel Public Financial Disclosure Report upon employment and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Post program funds to reflect financial allotments and execution(s) itemized by specific funding resources. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionFinancial Management AnalysisFinancial Management SystemsOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH-02).
