You will serve as a Financial Management Analyst in the Comptroller Group, Budget Formulation, Justification and Execution Department of NAVAIRWARCENAC DIV.
Duties
You will interpret funding requirements, financial policy, and regulations to ensure fiduciary compliance.
You will make determinations and perform as an approving official (Designated Agent) for fiduciary functions.
You will utilize Navy Enterprise Resource Planning (ERP) to review a wide array of requests to ensure technical completeness, business, and fiduciary compliance.
You will apply principles of budgeting to complete both the formulation and execution of duties.
You will defend the workload estimates for the NAWCAD Navy Working Capital Fund (NWCF) Command budgets or other Navy Programs based on the assigned customer's financial requirements.
You will monitor the execution of multiple command accounts and advise Command management of the possibility of budgetary impacts and the need to identify the resources needed to accomplish Command goals.
Provide guidance, review, analysis and compilation of all budget submissions and budget execution data calls to meet the deadlines of the requesting Comptroller Division.
Requirements

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Interpreting funding requirements, financial policy, and regulations to provide guidance on fiduciary compliance; 2) Knowledge in Navy Enterprise Resource Planning (Navy ERP) to extract, interpret, and analyze financial reports/ data; 3) Use Navy ERP for review of procurement requests to ensure technical completeness, business, and fiduciary compliance; 4) Interpret budgetary policies and practices to ensure compliance with legislation and budget guidance; 5) Formulate budgets and develop spend plans in accordance with published guidance; 6) Compile and analyze reports to monitor execution.
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Interpreting funding requirements, financial policy, and regulations to provide guidance on fiduciary compliance as it relates to execution and proper use of funds specifically as it applies to a Navy Working Capital Fund activity; 2) Knowledge in Navy Enterprise Resource Planning (Navy ERP) to extract, interpret, and analyze financial reports/ data for planning and execution; 3) Using Navy ERP for review of procurement requests to ensure technical completeness, business, and fiduciary compliance, following all fiscal laws and regulations; 4) Interpret budgetary policies and practices to ensure compliance with Congressional legislation and Office of Management and Budget guidance; 5) Formulate budgets and develop spend plans in accordance with published guidance; 6) Independently compile and analyze reports to monitor execution and provide advice to keep budget on track.
