You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the G-1 DIVISION of MARINE CORPS BASE.

Duties

You will provide guidance, consultation, and staff assistance to management on labor and employee relations matters. You will perform administrative, evaluative or technical work concerned with establishing and maintaining effective relationships with labor organizations. You will provide advice on difficult issues such as applicability and interpretation of arbitration precedent decisions. You will establish and maintain employer-employee relationships. You will serve in an advisory capacity to management on disciplinary actions related to employee relations cases. You will counsel employees in correcting work deficiencies and provide information in employee rights and obligations. You will develop, modify, and conduct training in labor and employee relations policies and procedures, and program functions.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with establishing and maintaining effective relationships with management, employees, and labor organizations; providing advice and guidance regarding employee and labor relations issues; analyzing and fact finding to resolve HR-related problems. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Establishing and maintaining effective relationships with management, employees, and labor organizations; providing advice and guidance regarding employee and labor relations issues; analyzing and fact finding to resolve HR-related problems. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
  • I have successful completion of a master's or equivalent graduate degree OR
  • I have successful completion of two full years of progressively higher level graduate education leading to a master's degree OR
