You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the G-1, CHRO-E of MARINE CORPS BASE.

Duties

You will prepare a variety of correspondence such as answers to congressional inquiries; proposal and decision letters regarding disciplinary and adverse actions; and decision letters resulting from grievances. You will prepare position papers, briefs, proposals, and policy letter, statements and Orders. You will provide advice and guidance to managers to support them in carrying out their mission within the constraints of applicable laws, regulations, and policy. You will research all cases involving third party disputes, prepare case presentations, interview and advise witnesses, file briefs and/or appeals, and perform all other duties required in the adjudication of third party disputes. You will prepare and deliver labor relations training to supervisors and managers of all levels. You will provide advice, guidance, and assistance on labor relations activities including labor-management partnerships/forums; bargaining unit status determinations; union representation; and basic employee rights/privileges. You will provide oversight and direction for the Drug Free Workplace Program for serviced commands.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, initiating, developing, implementing, evaluating, and revising policies and procedures for local administration of the labor relations program; AND developing and presenting training to all levels of management on all matters involving labor, employee relations, and employee benefits.
