About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Carson - El Paso, Colorado.
Duties
Performs regional studies and analyzes manpower authorizations to determine the allocation of position decrements.
Maintains regional accountability of all factors of civilian manpower management.
Prepares and submits narrative analysis consisting of accomplishments and potential problems.
Evaluates selected programs to identify deficiencies or merit situations and recommends adjustments to the program.
Provides guidance and assistance to local and regional staff outlining overall purposes and objectives of programs.
Receives annual training needs survey instructional packet that identifies the training needs outlined on the individual development plan for each employee.
Coordinates staff coordination to ensure that supply program initiatives and actions are successfully completed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.

- The incumbent must obtain and maintain at a minimum a Secret security clearance. Failure to do so may result in separation for the efficiency of the Federal Service.
- This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station up to 10%.
- The employee may be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Call back and emergency duty are requirements of this position.
- The employee may be required to work shift work if the organization moves to a 24/7 operation.
- The employee may be required to remain on duty or report for duty during national emergency, severe weather or other installation closings.
- Employee may be required to use cellular telephone and maintain a working home telephone at all times.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

To qualify based on your experience, your resume must describe One year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Serves as training liaison for the organization.
Maintain government purchase card and executes purchases in accordance with the Federal Acquisition regulation and local standard operating procedure (SOP).
Conducts special studies involving problems identified through internal reviews or inspections, to help with mission changes.
Analyzes and evaluates the accomplishment of program objectives, develops reporting methods, identifies areas of imbalance, and recommends needed changes in resource utilization.
Performs regional studies and quantitative or qualitative analyses to include providing specialized and technical assistance and advice to the staff on organization, operations, mission functions, and all phases of manpower management and control.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
