Duties
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures.
You will coordinate the development and reporting of cost/performance information in support of mission tasks.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution; develop format and content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations.
You will ensure the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports.
You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1)Skill in the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Knowledge sufficient to analyze national level programs; exceptionally large and complex programs; develop, recommend and implement budgetary/financial policies; 3) Interpret, assess and project potential impact of new/revised Congressional legislation; 4) Develop and render authoritative interpretation of executive order and OMB guidance; 5) Ability to lead, supervise, motivate and counsel employees; and 6) Knowledge of basic supervisory/management principles, practices, procedures and regulations.
