Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Economist, you will:
Advise HUD field office program directors on economic matters and the market analysis aspects of the Department's programs, including economic conditions and the impact of HUD activities on localities within the assigned jurisdiction.
Provide economic intelligence to the Deputy Assistant Secretary for Economic Affairs for PD&R and Director of Economic & Market Analysis Division for PDR, including the regional summary information and local market area profiles for the Secretary's U.S. Housing Market Conditions quarterly report.
Provide market analysis services for various HUD programs, including pre-application advice to clients and market reviews that recommend approval/disapproval of FHA insured multifamily housing proposals, needs assessments of assisted housing proposals, and advice on the allocation of assisted housing funds.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Collecting and analyzing economic data of labor markets, economic developments, demographics, and housing market trends; AND
Preparing briefing papers, memoranda, reports and presentations regarding economic developments and make basic recommendations to upper management; AND
Making market feasibility determinations for housing proposals.
Specialized Experience: For the GS-11 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
Collecting and analyzing economic data of labor markets, economic developments, demographics, and housing market trends; AND
Preparing briefing papers, memoranda, reports and presentations regarding economic developments.
OR Education: You may substitute education for general or specialized experience as follows:
3 years of progressively higher-level graduate education, leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
Collecting and analyzing economic data of labor markets, economic developments, demographics, and housing market trends.
OR Education: You may substitute education for general or specialized experience as follows:
2 years of progressively higher-level graduate education, leading to a master's degree or master's or equivalent graduate degree.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
Basic Education Requirements:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education as noted in the Qualification section of the Job Announcement.
Examples of qualifying experience include:
1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
