The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This position serves as the Data Collection Center (DCC) Manager. All current Department of Labor employees with competitive status. This position is outside the bargaining unit.

Duties

Establishes, communicates, and monitors production goals and priorities for contract collection operations. Evaluates contractor performance in meeting those goals and priorities. Works with local contract managers continually to assess operations and address contract performance issues to meet the overall goals required of the data collection program by the National Office. Reports on center performance to the BLS national office. Oversees a program of comprehensive training on program concepts, requirements, data elements, and systems processes for contract staff to enable them to effectively obtain company responses and maintain the continuing flow of monthly program information. Directs a program for, and evaluates, quality assurance activities in the data collection center. This program provides continuing surveillance of data quality and assesses strengths and weaknesses of contract performance. Takes appropriate action to address deficiencies. Provides expert guidance to contract staff to resolve unusually difficult conceptual, programmatic, and operations issues and to address response or other issues for particularly large, complex, or difficult companies. Serves as liaison between the Data Collection Center and BLS national office as well as among other data collection centers. Communicates, on a continuing basis, with the regional office and managers in the national office to develop and, where appropriate, revise plans to meet collection needs. Oversees the contractor management of technology and associated operational and logistical issues to ensure full infrastructure capability to operate the Data Collection Center reliably and efficiently. Serves as the primary technical liaison with national system staff and as an expert on BLS operating systems. Assists in developing the requirements, testing, and implementing enhancement to the BLS processing systems.

Qualifications

Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE APPLICANTS MUST ALSO MEET MINIMUM QUALIFICATIONS TO BE CONSIDERED. Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level, GS-12, in the Federal Service. Specialized Experience: This experience must have equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position. Specialized experience should include a thorough range of complex economic professional work and training. Specialized experience includes: Professional experience with economic or statistical theory and data collection principles, procedures and practices in order to direct and evaluate a data collection program; experience reviewing data used to measure the labor market; experience serving as a key member on a team/work group/task force and/or providing oversight to a team/work group/task force. Experience working with employment data concepts and economic measurement issues to support the quality of the data collection operation. Experience working with operating procedures to explain collection methods and requirements and to resolve difficulties with data or respondents. Experience in evaluating and analyzing anomalies in reported data and in communicating that knowledge to others in written and oral reports. Skill in using computers and computer applications to analyze and communicate information in the appropriate format applying the appropriate technology and tools to the task.
