The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This is an interdisciplinary position and may be filled either as an Economist or Statistician (Economics). This position is outside the bargaining unit.

Duties

Duties include but are not limited to: The incumbent manages a Branch of the Quarterly Census of Employment and Wages and Current Employment Statistics (QCEW/CES) program in the region. Incumbent has responsibility to direct and provide technical guidance and leadership to professional subordinate employees in the following areas: Manages and evaluated pilot and prototype studies conducted by the state agencies. Serves as the principal Bureau contact to the participating state agencies regarding the technical and administrative aspects pertaining to Current Employment Statistics (CES); Quarterly Census of Employment and Wages (QCEW). Manages and evaluates data collection and editing activities for Federal/State programs. Confers with Office of Field Operations National (OFON) office staff to work out time and resource problems anticipated or encountered and establishes collection priorities. Informs state offices of changes in survey plans, priorities, and timetables as necessary. Provides training, counseling, and identifies staff development needs; approves leave; develops branch recruitment plans; interviews and selects candidates for vacancies and initiates other personnel actions; supports EEO affirmative action plans and objectives; provides advice, counsel, or instruction to individual employees on performance and administrative matters; evaluates performance and initiates disciplinary measures, as needed. Defines goals, develops targets and implements plans according to requirements for the organizational component supervised. Provides advice, counsel, or instruction to individual employees on performance and administrative matters. Makes speeches/presentations before business, government and other interested groups. Directs and provides technical guidance to a branch of professional and technical employees in assessing the direction and progress of the regional Current Employment Statistics (CES); Quarterly Census of Employment and Wages (QCEW)Program and in developing and implementing solutions to improve accuracy, efficiency and utilization of program information output.

Requirements

Qualifications

Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE APPLICANTS MUST ALSO MEET MINIMUM QUALIFICATIONS TO BE CONSIDERED. Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level, GS-12, in the Federal Service. Specialized Experience: This experience must have equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position. Specialized experience should include a thorough range of complex economic professional work and training. Specialized experience includes: Provided technical assistance and guidance to cooperating state agencies in the collection, processing, estimating, benchmarking, analysis and interpretation of data generated by the States and reviewed by the Division's programs; Communicated with regional and state staff in translating statistical program requirements into various automated systems; Through on-site reviews and analysis of reports, assured the integrity and validity of data produced by cooperating state agencies; Recommended changes in technical procedures, organization, staffing and budget to improve program effectiveness and data adequacy; Served on technical advisory committees and/or special working groups to develop and recommend improved procedures for gathering, processing and analyzing data; Conducted training and orientation seminars for state agency personnel and selected regional staff.
