This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Lead Budget Financial Manager in the Safety and Regulatory Compliance Directorate (SEA 09) of NAVSEA HQ FIELD SUPPORT.
Duties
You will effectively defend and accurately manage, analyze, coordinate and justify budget submissions.
You will provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews and special studies of budget and/or related information.
You will compile, prepare, and convey information about the budget and programs within the SEA 09 Directorate.
You will perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
You will monitor, track, and review obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with the programs' annual spend plans.
You will compare obligations and expenditures and identify conditions over or under obligation of funds.
You will prepare and conduct reprogramming and adjustments of funding to cover shortfalls and/or unanticipated expenses.
You will complete Funds Control, Current Year/Prior Year Funds Management Control, cancelled/closed out year funds, year-end closeout, and Fiscal Year Rollover.
You will provide training and guidance regarding all Enterprise Resource Planning (ERP) financial issues for all appropriations, budget structures, funding reports, processes, procedures, requirements and various ERP transactions.
You will serve as the Directorate's Dormant Account Review-Quarterly (DAR-Q) subject matter expert for the quarterly audits.
You will serve as Enterprise Database Warehouse (EDW) approving official for SEA 09 users.
You will serve as NAVSEA Enterprise Planning System (NEPS) Admin for SEA 09 by approving access to new users, approving additional roles, and validating TPS in NEPS for SEA 09, M, E, S, P, R programs.
You will provide briefs or other required financial updates based on a wide variety of financial matters to SEA 09 leadership and the larger financial community within NAVSEA.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying intensive knowledge of financial administration principles to provide oversight of an organization's financial or budgetary actions. Examples of qualifying experience may include (1) knowledge of budget submission process for multiple types of appropriation and the laws that govern them; (2) knowledge of purchase requisitions: reviewing documents for compliance; preparing reports, and monitoring work progress of a team through various database systems; (3) knowledge of how financial, contracting and corporate operations functions and processes relate to the management of various programs and their budget.
