About the Position: Performs a wide range of in-depth review, analysis, and forecasting functions in the execution of U.S. Army Corps of Engineers (USACE) programs/projects.

Duties

Duties and responsibilities will vary depending on the level of the position, however you will be trained to develop into a full performance GS-11. Various duties may include: Monitor the use of funds through analysis of various programs. Review consolidated reports, and other narrative and statistical information. Review cost reports to determine accuracy of budget estimates and funds control. Resolve budget and programming problems which affect schedules and manpower allocations. Offer advice and recommendations on availability and source of funds.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• GS-07: Must obtain and maintain a Financial Management Level I certification within 24 months from the start of employment.
• GS-09/11: Must obtain and maintain a Financial Management Level II certification within 24 months from the start of employment.

The duties of this position lead to the full performance level of GS-11. Incumbent may be appointed to the GS-07, GS-09, or GS-11 (depending on qualifications). Promotions are not automatic. If selected at one of the lower grades incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level. Minimum Qualifications for the GS-07: Specialized Experience: One year of specialized experience which includes: 1) applying commonly budgetary methods or practices to ensure compliance with policies; AND 2) utilizing an automated financial management system to input data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, finance, accounting, business administration, or a related discipline to the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. Education

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
