**THIS ANNOUNCEMENT IS FOR A TEMPORARY POSITION NTE 120 DAYS** This position serves as the Executive Assistant to the Assistant Director for the Atlanta VA Healthcare System and provides administrative leadership and support to the Assistant Director and Program Analysts to increase the operational efficiency and effectiveness for the broad array of administrative programs and initiatives included in their inventories and the coordination of healthcare delivery systems and operations.

Duties

Major duties for this position include (but are not limited to): Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors responses to actions and inquiries, analyzing responses for completeness and accuracy against known policies and procedures, and ensuring action or inquiry is closed out with the inquirer or office. Conducts or participates in special information flow studies, analyses, and presentation/briefings of a nature often so diverse and intense that they require input and/or action from other program offices. Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, issues of Congressional or media interest. Possess and utilize an expert level knowledge of health system services. Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews. Tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions. Regularly provides advice and support to the facility and with CBOCs as well as promotes collaboration with non-Federal community partners. Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking, and internal/external communication flows. contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership. Participates in the management and coordination of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists. Assures compliance with policies and develops and maintains internal management processes related to these online tools. Coordinates events hosted by officials including town hall meetings with internal staff, with assistance from continuing educational staff and initiatives when warranted. Works with various boards to coordinate regular committee meetings, ensuring all event management steps are completed. Coordinates with appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings. Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities or meetings. Plans work assignments for subordinates, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration and the difficulty of the work and the capability of the employees. Develop performance standards and evaluate the work performance of subordinates, and counsels subordinate staff on areas of improvement. Hears and resolves complaints of employees, referring group grievances and more serious unresolved complaints to higher level supervisor. Identifies and develops training needs of employees, providing or arranging for needed development and training. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using expert-level knowledge of healthcare service administration, to analyze and evaluate broad and difficult problems and apply extensive qualitative and/or quantitative methods for program improvement. Experience applying healthcare management principles to complex problem-solving situations. Experience applying risk-related investigative, problem-solving and communication techniquest to a recognized, structured risk management program. Experience guiding teams to investigate, reach conclusions and make recommendations that may potentially impact facility resources, change processes or affect the healthcare system negatively. Experience applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs. Experience interacting effectively with healthcare facilities to seek out and secure more detailed, technical information for task accomplishment. Experience applying extensive knowledge and skills in hospital administration principles, theories, and practices to inquiries and studies where the boundaries are broad and difficult. Experience applying knowledge of advanced management principles with demonstrated applications to healthcare operations. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
