This position serves as the Executive Assistant to the Director of the Atlanta VA Healthcare System, and reports directly to the Medical Center Director. This position provides administrative support to the Director, as well as administrative management and guidance to the employees of the Office of the Director service.

Duties

**RELOCATION INCENTIVE - This position has been approved for a relocation bonus, as well as reimbursement of relocation expenses. A highly qualified selection may be eligible for these relocation incentives, depending on their qualifications and circumstances. Major Duties for this position may include (but are not limited to): Functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Receives responses to completed actions, and analyzes for completeness and accuracy against known policies and procedures. Conducts analytical studies utilizing planning, statistical measurement, data analysis, and report preparation on particular operational processes, issue topics, or related special projects, often working in coordination with other services or program offices. Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues. Possess an expert-level knowledge of health system services. Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews. Tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses to actions. Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking, and internal/external communication flows. Builds quality relationships and engages frequently with staff at all levels to facilitate the work of the office. Participates in the management and coordination of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related information tools in consultation with communications specialists. Coordinates events hosted by officials, including town hall meetings with internal AVAHCS staff, with assistance from continuing educational staff and initiatives when warranted, and manages all steps involved in the event hosting process. Coordinates with appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings, and other external activities and meetings. Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities or meetings. Plan work to be accomplished by subordinate staff, set and adjust short-term and long-term priorities, and prepare schedules for completion of work. Assign work to subordinate staff based on priorities, selective consideration, and the difficulty of the work to be completed. Evaluate work performance of subordinates. Give advice, counsel, or instruction on both work and administrative matters to subordinate employees. Interview candidates for positions in the unit, recommend appointments, promotions, or reassignments to such positions. Hear and resolve minor complaints of subordinate employees, and coordinate resolution with other offices (HRMS, EEO, etc) for more serious issues. Identify development and trianing needs of subordinate staff, providing or arranging for needed development and training. Develop performance standards for subordinate staff positions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess an expert-level knowledge of healthcare service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices, budgeting, planning, administration, and labor/union relationships, or other key administrative support functions. Applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs. Apply extensive knowledge and skills in hospital administration principles, theories, and practices to inquiries and studies where the boundaries are broad and difficult. Experience independently investigating complex issues, analyzing problems, and presenting both writtena nd oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system. Possess comprehensive knowledge of the VHA healthcare management system. Experience proactively implementing systems that is in concert with the vision and strategic plan of hte Healthcare System and the Veterans Integrated Service Network (VISN). Ability to select and apply program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issue by the agency or in measuring and evaluating program accomplishments. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The nature of the work is sedentary, and there are no unusual physical demands with completion of duties. Occasional travel may be required.
