This position serves as the Executive Assistant to the Medical Center Director. The expectation of the incumbent is to provide expert support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations.
Duties
As the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.
Conducts or participates in special information flow studies, analyses, presentations, and briefings, as assigned. The incumbent performs all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of operations at an extremely large, complex VA Medical Center with unique situations and challenges compounded by multifaceted and critical healthcare delivery system needs encompassing sophisticated budgets, clientele, rapid growth, construction, and environmental factors.
The EA performs the following duties in fulfilling the needs of the Director's Office at AVAHCS:
Evaluating, processing, and making recommendations for effective organizational change and incorporating that information into a facility-wide strategic plan;
Coordinates the planning, organizing, developing, and implementing programs/projects to meet the special needs of our stakeholders, Veterans, and employees.
Some of the program and policy development have national implications based on the topic.
Duties include policy and information research, data analysis, networking with subject matter experts; Completes ongoing analysis, investigations, and initiatives that have high priority for AVAHCS, VISN or VACO. This may involve organizing special committees, initiating program reviews, and producing complex analysis and written reports for regional and national oversight groups and local and national stakeholder groups; Interacts with Veterans and their family members,
Medical Center leadership and management, VA Central Office Officials, other government agency officials, Congressional Offices, Veterans Service Organizations, private sector health care providers and other stakeholders on behalf of the director; Serves as primary office contact on behalf of the Director regarding coordinating SECVA visits and other high profile site visits that involve the Director and or members of the Executive Leadership Team. Visits may include national service officer or congressional representation. Coordination involves researching information and data gathering tailored to meet the needs and expectations of the visitors. Responsible for inviting and briefing appropriate subject matter experts to assure the goals of the visit are met. Briefs and advises senior management on agenda issues in preparation for activities and meetings of local and national significance.
Provides technical and administrative supervision for (2) Correspondence Analysts, Program Analyst, GHAPT Trainee(s), and the Director's Secretary that provide administrative support to the Office of the Director. Serves as Team Lead in managing special projects for the Office of the Director (i.e., hot topics, process improvements). The position will lead teams comprised of administrative and technical positions within the Office of the Director and supporting services to provide support to top management using a high degree of analytical ability and specialized knowledge of the principles and practices related to the management of healthcare delivery systems.

Work Schedule: Monday - Friday 8:00am - 4:30pm, hours may change based on agency needs

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Basic Experience: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists in planning, organizing, evaluating, advising and coordinating administrative actives; Assists with resource allocation decisions to include improvement of productivity, implementation of controls, short and long range planning to include FTE ceiling, salary budget, equipment budget, space utilization maintenance contracts, etc.; Ability to independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system; Leads committees or represents Executive Team Member on committees and work groups and in meetings that support the hospital mission; Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.

Physical Requirements: The nature of the work is sedentary, and there are no unusual physical demands with completion of duties. Occasional travel may be required.
