The incumbent supports the Designated Education Officer (DEO) responsibilities for establishing, maintaining, and evaluating the quality of Health Professions Education (HPE) programs and the quality of care delivered by health professions trainees at the Atlanta VA Healthcare System (AVAHCS). This position reports to the Associate Chief of Staff for Education.
Duties
Major duties for this position may include (but are not limited to):
Creates team-based quality improvement plans, including definition of goals, utilizing performance measures, appropriate analysis tools and total quality improvement methods.
Exercises authority to approve, reject or recommend actions on promotions, leave, awards, disciplinary actions and to investigate or hear grievances as appropriate.
Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed; effects minor disciplinary measures (warnings, reprimands) and recommends more serious disciplinary actions to higher level supervisors.
Interviews and selects candidates for vacancies, promotions, details, and reassignments.
Supervises special projects and project management planning to include program analysis and evaluation.
Provide input to legislative proposals from local congressional leaders.
Reviews local policies, procedures to be compliant with accrediting bodies.
Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and OAA.
Exercises responsibility for long-range planning, development, implementation, coordination, and evaluation of initiative-driven programs.
Provides oversight and coordination for administrative efforts to identify, evaluate, and mitigate risk of injury to HPTs, patients, staff, and visitors in collaboration with facility Occupational Health and Patient Safety.
Provides administrative and management oversight for a full spectrum of paid and WOC clinical HPTs and others associated with a complex health care system.
Provides overall budget oversight and SME to the DEO and HPE service staff.
Develops administrative and strategic operational initiatives to accomplish OAA requirements, identify problems, analyze data, and recommend solutions based on specific knowledge of the organization's objectives and/or priorities.
Conducts analytical studies on operational processes, issue topics, or related special projects.
Assists the DEO in managing special circumstances to include Accreditation Council for GME (ACGME) and other HPE profession-specific accreditation issues, Office of Inspector General or Government Accountability Office (GAO) audits, TJC surveys, patient and trainee safety incidents, OAA site visits, and HPT conduct or performance issues.
Assesses clinical learning environments using Trainee Satisfaction Survey or other instruments.
Reviews and ensures that minimal qualifications and credentials are met by HPTs coming to VA for academic programs.
Ensures programs and processes are in place to mitigate risks and meet reporting requirements for Educational Activity Records, HPT supervision, needs and excess reporting and conflicts of interest for clinical staff involved with these activities.
Provides oversight and management of data for individual HPTs, program letters of agreements (PLA), accreditation, affiliations, HPE programs, funding sources, compliance, and risk.
Facilitates and monitors record maintenance that will meet VHA, OAA and TJC standards and the needs of the patients, HPTs, and professional staff.
Plans for changes to the work of HPE staff involving multiple complicated platforms and applications that require updates and upgrades on a regular basis.
Actively participates in and leads meetings, conferences, committee and council sessions, and other forums.
Provides technical consultation and editorial review of initiative related HPE proposals, white papers, issue briefs, manuals and other materials.
Represents the DEO and HPE service in formal speaking engagements at facility meetings with the affiliate or at public relations events.
Performs market analyses and compares and benchmarks internal services with private sector health care delivery systems to develop market niche strategies for HPE.
Promotes a culture of HPT retention into employment after graduation by advocating for, communicating, and utilizing approved trainee recruitment and hiring strategies and programs.
Performs other duties and responsibilities as necessary.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Possess an indepth mastery-level knowledge of health care service administration and policy.
Using qualitative and quantitative methods and techniques for collecting, analyzing, and reporting data.
Developing official reports related to studies, surveys, and other methods of data collection and presenting those reports to facility, VISN, and National levels of leadership.
Apply advanced management principles to research problems and issues and evaluate/implement content of new or modified legislation, regulations, and policies.
Evaluating other non-affiliated programs to determine potential for improvement/upgrade efficiency.
Managing, identifying, evaluating, recommending and implementing strategies for program improvement.
Applying/addressing issues and concerns related to the efficiency and/or productivity of initiative-related clinical, educational, and administrative programs.
Communicating clearly and concisely via written, oral, and presentation methods/techniques to a wide variety of customers to include external stakeholders, Federal employees, peers, supervision, and executive leadership.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
