You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Planning Yard (PY) Division (Code 280) of the Engineering and Planning Department (Code 200) of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF).
Duties
You will be responsible for the supervision of up to thirty non-supervisory, professional, administrative, and clerical employees.
You will prepare recommendations for hiring, promotions, transfers, recognitions, and disciplinary actions.
You will delegate authority to others but retain responsibility for actions pertaining to routine office or policy matters for the Branch.
You will ensure timely performance of a satisfactory amount and quality of work of subordinates.
You will review plans proposed by Project Coordinators, set priorities, and confirm schedules.
You will evaluate performance of subordinates and give advice/counsel or instructions to individual employees on both work and administrative matters.
You will direct the efforts of a staff of Project Coordinators and Management Assistants in ensuring the successful management of Planning Yard (PY) projects.
You will be responsible for ensuring well defined scope of work, matching funds and associated technical guidance necessary for PY technical branches to successfully accomplish each project.
You will ensure on-site engineering services are properly coordinated and managed.
You will be responsible to actively support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan, as directed by applicable laws, regulations and policies.
You will function as the PY's main financial point of contact to all government and private organizations outside the Department.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing all necessary managerial and administrative duties associated with the planning and operation of various shipyard projects (i.e., training, manning needs, procedures for Upward Mobility, Equal Employment Opportunity and Affirmative Action Programs, identification of technical/office resource needs or personnel procedures).
