About the Position: This position is with the Civilian Human Resources Agency (CHRA), Soldier & DoD Human Resources Directorate Office, located at Rock Island, Illinois.

Duties

Serves as staff advisor and consultant on a diverse spectrum of civilian human resources (CHR) functions in a Civilian Human Resources Agency, Civilian Services Human Resources Directorate (HRD). Provides advisory services to service centers, processing center, senior leaders, management officials, and commanders serviced by the HRD. Responsible for planning and conducting special projects or studies to identify and resolve operating issues and problems, civilian human resources initiatives, or improve the delivery of human resources services within the Directorate. Serves as the project lead for CHR initiatives and issues that span multiple CHRSC’s and functions within the HRD. Plans, conducts, and leads internal and external studies and projects on behalf of HRD leadership. Responds to difficult issues involving complex projects/problems that require expert advice and/or authoritative policy and/or procedural interpretations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
